If you're using this for long range shooting, 20 MOA will be a great choice. If you're shooting more short range, inside 500 yards, a 0 MOA rail would likely be a better option.

No, it will not. Talley does not currently make a rail that works for the T/C Compass.

Many of these picatinny rails will be milled on either side to be ambidextrous, but it will be dependent on exactly which rail is in question.
