If the SXR2 has a hole spacing of 3.187" between screws 2 & 3, it should work just fine.

Will the browning bar rail fit the browning bpr I assume that they would be the same but want to he certain

As long as your BPR has the same hole spacing as the BAR between screws 2 & 3 (3.187") it should fit just fine.

Just purchase a Browning BAR Mk3 in 308. Will this pic rail fit?

Yes. The Talley Picatinny Base will fit your Browning BAR and offers 20MOA (cant) to the optic you choose to mount. You will be able to use mounts or rings that attach to a standard picatinny/1913 rail.
