How many arrows will it hold?

That depends on the size of your arrows, but I would safely assume at least 8, 2 per hole with the bottom openings allowing for more arrows.

It is adjustable from approximately 32 to 56 inches.

Are smaller waist belts available for Tarantula Quiver System? I'm looking for 32-35" waist.

Unfortunately they only come with one belt and they don't make another size of that belt, however you could also use another belt if you wanted.
