The top cover included with this bundle is compatible with Saiga 5.45x39 IZ-240, Saiga 100 Series AK47 Rifles, and SAIGA (Izhmash) .308, 7.62x39, 5.45x39, and 5.56x45 (.223) Models. The handguard will fit stamped receiver rifles with standard smooth front trunnion.

I recommend using the Texas Weapon Systems Yugo AK Gen-3 Short Top Handguard model at the link below for the M70 ZPAP. The Top Cover at the second link below will also work with the M70 ZPAP. This Model Texas Weapon Systems AKM Bundle / Gen-3 Dog Leg Rail & Gen-3 Hand Guard, AKM/AK-47/AK-74 might work for a VEPR Series Rifle if it is VEPR Series 1 rifle.
