How does this scope mount using pitaciny rails?

The Trijicon 4x32 ACOG Rifle Scope uses a Colt Knob Thumbscrew Mount that will attach to picatinny (1913) flattop rails.

Did I receive a defective one? Only the right dot beside the horseshoe is illuminated but not the left dot like in the picture. Should I send it back?

They are different sizes and weights, they also have different reticles.
