Using the throw lever quick release so as to use it as a handheld unit, will the unit still be zeroed in when re-installed onto the rifle?

If you replace the optic in the exact same place that you had it when you zeroed, then there should be minimal (if any) zero shift

Can this unit be mounted to a helmet, similar to the IR-Patrol?

The IR Hunter models cannot be mounted on a helmet.

What kind of picture quality change do you get between the Reap 35mm vs the Reap 60mm?

The larger objective germanium lens will provide a better image and better recognition at longer ranges when detecting targets.

The mount is part of the optic, it has a quick release picatinny mount.

Where is it manufactured

These are designed, manufactured, and built in the US. The thermal core comes from BAE Systems, a British defense/aerospace giant similar to Lockheed Martin.
