should I locktite these in place? I have a set and the screws don't seem to want to stay screwed in all the way.

You should not need to loctite them in place, but if you are having troubles with loosening a small amount of temporary or semi-permanent thread locker should do the trick.

Yes, these would allow you to mount an optic or flashlight with a picatinny mount.
