Are these ar pistol compliant?

These are pistol compliant as these are not a vertical grip mounted at the 6 o'clock position. The Leapers UTG Pro Angled Index Mount is a mount designed to be mounted at the 3 or 9 o'clock position as a thumb rest instead of wrapping your thumb over the bore. It allows the same concept and grip to be used, but provides an adjustable platform.

can I mount this on my LWRCI ar15 that has a proprietary rail system?

It will mount only M-Lok and KeyMod

TRK indicates Keymod attachment method and TRM indicates M-LOK attachment method.
