These are pistol compliant as these are not a vertical grip mounted at the 6 o'clock position. The Leapers UTG Pro Angled Index Mount is a mount designed to be mounted at the 3 or 9 o'clock position as a thumb rest instead of wrapping your thumb over the bore. It allows the same concept and grip to be used, but provides an adjustable platform.

Yes they're compliant, it's just a thumb rest to put on the side of your rail if you didn't want to wrap your thumb over the bore area or top of your picatinny rail.
