Does it come with a barrel nut?

The UTG Pro M-LOK AR15 10in Ultra Slim Free Float Handguard will include the barrel nut, locking ring, barrel nut wrench, all hardware required for install, as well as an 8-slot picatinny rail and an Mlok QD sling swivel adaptor.

OpticsPlanet says the inside diameter is 1.41” but Leapers website lists it as 1.33”. Which is correct?

The UTG Pro M-LOK AR15 10in Ultra Slim Free Float Handguard has an internal diameter of 1.33", and 1.41" including the height of the channel.

The UTG Pro M-LOK AR15 10in Ultra Slim Free Float Handguard includes a barrel nut, barrel nut wrench, locking ring, all hardware (spacer rings, button head torx screws) as well as an 8-slot picatinny rail and Mlok QD sling swivel adaptor.
