I wear a cowboy style work boot, do the bottom of the legs fit well around a cowboy boot?

They stretch so they will fit over, but depending on how wide the boot is at the top, it may be a snug fit.

Are these pre-shrunk and do they fade overtime like other pants?

The pants are pre-shrunk, but will still experience a small amount of shrinkage if dried hot. If the pants are cared for and washed properly, color fading should be very minimal, but it is something that will happen eventually as it does with all fabrics.
