will the vg6 cage device worke with this?

No, this model of the Gamma 556 is not compatible. The cage device is only compatible with the Dual Chambered Muzzle Devices, GAMMA 556, EPSILON 556, GAMMA 556 EX and GAMMA 300BLK.

Is this break California compliant and does it com pre drilled for pinning and welding

This brake is pre-drilled for ability to pin and weld. You will need to check with your local ATF and/or authories as to the legality in CA.
