Will this fit the dpms Oracle?

As long as your DPMS Oracle is an AR15 model with a carbine length gas system and a fixed front sight, it should fit.

Yes, the carry handle on the Vism AR Blastar Kit is removable to reveal a flattop picatinny rail.

Is there a rear flip up sight that will align properly with the sight post considering the elevation added by the carry handle?

Any standard AR-15 rear sight will work with this kit as the carry handle sits below the height of the iron sights.
