Do the pockets for the hard plates load from the top or the bottom? AND, does the plate pocket have velcro straps to position and secure the plates?

The plates load from the bottom but have a type of pocket they are held in and yes, they have velcro.

where do the side plates fit? in the cummerbund side pockets or in the side of the main body along side the large plate?

The cummerbund has integrated side pockets that will allow for 6" X 8" side armor panels/plates to be used.

Yes, as long as the panels are 11"X14" or smaller, they will fit.

How many inches does the 2xl+ expand to? I'm 6'6" 290, 52" midsection.

The manufacturer does not provide specific sizing information, they only say that the sizes are based on adult male shirt sizes. They do say the cummerbund can be adjusted to 51", but there are no details if that is in addition to the size of the plates, or if 51" is the total circumference it will fit. For your sizing you provided, I would recommend giving the 2XL Plus a purchase should you choose to go this route.

I'm normally a 1X, but depending upon manufacturer I can float into the 2X range. Can the 2X be tightened down? What size range does it fit?

Does it fit 11×14 flat plates and is snug on body

Yes these will fit 11x14 plates (with the exception of the Extra Small size). Fitment will depend on size, but they are designed to fit snugly enough that the carrier doesn't move around too much.
