Will this fit the Sig Sauer Tread 716?

The Vltor BCM Gunfighter Charging Handle is not compatible with the 716 Tread. I would recommend the Phase 5 Weapon Systems Inc Ambi-Battle Latch/Charging Handle Assembly .308 CAL for Sig 716, found by using the link below:

Will this work on a PSA KS-47?

No, The Vltor .308/7.62 Charging Handle is designed for some AR-10s. The PSA KS-47 should take standard AR-15 charging handles.
