I have a 22 LR with 2 drill holes. The holes are spaced1 and 9/16 inches apart. Will this rail fit?

The center to center hole spacing is 1.56" for this rail section, however it has a recoil lug on the bottom to interface with a keymod rail so you will have to modify it.

The Vltor KeyMod Aluminum Picatinny Rail Sections were designed to fit to Keymod handguards to allow for a small segment of picatinny to equip picatinny accessories.

Can multiple sections be butted up against each other without any gaps in between?

Yes, but ensure you're taking into account the oversize dimensions of the rail sections if you're intending on covering a larger space.
