What are the three lengths to which the feet adjust?

The collapsed length (from centerline of pivot) is 8.430". The extended length (from the centerline of pivot) is 10.940". Vltor does not provide the measurement for the mid-level setting.

Do u need to buy anything else when attaching it too a m-Lok hand guard?

You will need a picatinny rail that attaches via mlok. They sell them here on optics planet.

Will this attach to a Ruger Precision rifle

It will attach to a Ruger Precision rifle, but it does so with a picatinny rail. So depending on what kind of handguard you have on the rifle you will most likely need a picatinny rail adapter for it.
