Yes, as long as it is the Charger TD model. The mount is removable and reversible.

will this fit the Midwest industries foregrip for the 10/22 takedown?

Yes. The Volquartsen Firearms Lightweight Threaded Rifle Barrel is compatible with any handguard that accepts bull barrels. The Midwest Industries 10/22 Takedown handguard is compatible with Bull barrels, standard barrels, and integrally suppressed barrels.
