Will this work with vortex razor HD 1-10 GEN 3

No this will not. The vortex your saying is tube size of 34 mm you need the tube size of the mount to be 34 mm as well. Otherwise it will not secure the scope in the mount.

Would this work on a TIKKA T3X TAC A1?

While the TIKKA T3X TAC A1 is similar to a flat top AR, with the stock in line with the barrel, it may positino the optic too far forward for comfortable shooting. Taking advantage of the adjustable cheek piece on precision rifles such as the TIKKA T3X TAC A1 and Ruger Precision Rifle, shooters prefer a set of standard extra-high rings, and not a cantilever-style mount.

It will mount to your rifle if you have a picatinny rail on the rifle, however it would most likely sit higher than a set of rings. This is meant for AR-pattern rifles.

It says that height is 40mm but from which point to which point?

The measurement is from the top of the rail to optical center.

As well, 40mm is equal to 1.5748"
