Yes, that is the max ranging distance on a reflective target using the Extended Laser Range Mode.
This device can only reach out to 4000 yards under ideal circumstances. The target has to be highly reflective and to get reliable readings there can't be other objects within the reticle, which is about 20 - 25 MOA.
