It will not, this is only compatible with the Razor HD 85mm.

The eyepiece replaces the 27-60x variable magnification eyepiece that comes on the Razor HD. The magnification becomes fixed power at 22x.

Does this place the reticle on the first or second focal plane?

FFP/SFP kind of goes out the window since the eyepiece is replacing the 27-60x variable magnification eyepiece that comes on the Razor HD. The magnification becomes fixed power at 22x, so FFP or SFP is no longer a factor.

What are the subtension line scaled to on the MRAD reticle? I'm assuming .2 mil?

You are correct, the subtentions are scaled in 0.2 mil.

This eyepiece is specifically designed for use with the latest generation 27-60x85mm Razor HD spotting scopes - it is not compatible with the 65mm and 50 mm Razor HD models. It is also not compatible with the older/original generation 20-60x85 spotting scope. It also is not technically an upgrade, it is just a fixed magnification eyepiece that has a tactical milling reticle that is meant to be used when spotting for a shooter.
