3-15x and 1-4x refer to the magnification range of the optic. The range on a 3-15x is 3 times magnification on the lowest setting and 15 at the highest setting, you can also set the magnification at any amount in between 3x and 15x. A 1-4x has 1x magnification at the lowest setting and 4x at the highest.
