What height of scope rings should I get with this scope? I’m looking at a set of Vortex precision rings to go with this scope.

Yes, as long as visibility is good enough, this will allow you to shoot out to a mile.

Is an “illuminated” reticle the same as “NV”? I have a few Steiner that produce Ir light and need to know what ‘features’ a scope must have to see IR

This scope does not have any night vision illumination settings. IR illuminators will only be functional if you are using some sort of Night Vision device such as night vision goggles or a night vision scope that amplifies light with the use of an intensifier tube. This scope is a traditional, non-night vision scope, used for daytime use with a reticle that illuminates red.
