Will the wrench measure torque in the counter clockwise (loosening) direction?

Torque wrench will not measure the torque when you are loosening a fastener, only when tightening.

Will this torque wrench accurately adjust below 10 in/lbs (for example 7-8 in/lbs)?

It will not. The minimum torque it is calibrated for is 10 in/lbs.

Does the wrench use 1/4 in bits? Where is the wrench made?

The unit uses a 1/4" female hex drive and is compatible with 1/4" bits. The wrench is manufactured in Taiwan.
