Yes, this would work great for 6.5 Creedmoor. It should work well for kids too, the reticle is simple enough to learn on.

Medium or high rings should work, we recommend high if you want to run flip up scope caps.

It is a great scope for a Ruger Precision Rifle, but you will need to purchase a mount option separately as with most higher end optics. We would recommend the High 30mm Precision Matched Rings (MPN PMR-30-126.)

How many clicks per mil-rad on elevation and windage turrets?

The turrets have 21 MRAD of max adjustment for both the windage and elevation. The adjustment value is .1 MRAD.

I would recommend the Vortex Defender caps, MPN: O-50 and MPN: E-10.

I would recommend rings that are at least 1 inch up to around 1.1 inches depending on the Vortex rings you are interested in.
