The Warne 1 PC Precision Cantilever MSR Mount has different models with different MOA of cant. The cant is listed next to the various models on the product page.

Will this work with the Atibal 1-10 on a AR 10 platform?

The Atibal X 1-10x30 Rifle Scope will work with the Warne 1 PC Precision Cantilever MSR Mount on an AR10. You will need one of the 35mm diameter models for that scope.

Is this mount tall enough for a 44mm lens on a 30mm tube?

Yes, this mount has a height to ring center of 1.54" and will provide sufficient clearance for most optics.
