Can these rings handle recoil from something other than rimfire? Specifically for 7.5 x 55 swiss (similar to .308)?

Yes, the Marlin Model 60 features a 3/8" dovetail rail which is compatible with these Warne 22 Caliber Medium Scope Rings.

Will these mount on to the standard base that comes with a ruger 10/22?

The Warne 22 Caliber Medium Scope Rings will fit anything that uses a 3/8 dovetail or 11mm dovetail rail. So if your Ruger 10/22 uses an 11mm or 3/8 dovetail, these rings will fit and function as intended.

Will these mount on a Marlin XT-22 (70759) with a Nikon Prostaff 3-9x40 or Vortex Crossfire II 3-9x40? Any export restriction to Switzerland?
