Is this picatinny on the bottom and top side? I am looking just to put/stack something in top of my AR picatinny to raise my scope like 1/4"

The Weaver AR-15/M16 Flat Top Riser Rail will mount to your picatinny rail on your AR15. The top of the riser is a picatinny rail, which should allow for scope rings and mounts to securely attach.

what are the dimension's of this riser,esp. height?

This is a 1/2 inch riser. The overall length is 7 inches. The bottom portion is 5 inches with a 2 inch overhang to give a top rail length of 7 inches.
