Can this be used by itself to install a buffer tube to a lower receiver? Or is not strong enough for that kind of torque?

Threading the buffer tube into the receiver does not require much force or any torque, so it should be strong enough for that kind of work.

Will this work on TIPTON Best Gun Vise?

According to the video attached in the pics section of this listing, it works with the Tipton Best vise or you can mount directly to a bench.
