I see two options on the scope kits. Does the lower-priced item include separate lapping tools for both a 1 inch and 30 mm tube diameter scopes?

The lower-priced item will only come with tools for 1" scopes. Only the higher-priced model comes with both

Yes, they do allow for the use of a flex driver. One is included with the combo set.

Item 540127 only contains the tools for 1" scope mounting, while item 545454 contains the tools for both 1" and 30mm scopes.
