What is the complete part to order to mount a pvs 14 to a helmet? This seems to be half of what I need.

You are correct. This arm connects to the optic itself. The arm will connect to a mount, which will connect to the shroud on the helmet. Here's a link.

No, the PVS-7 tends to use a different mount. Here's a mount for the PVS-7.
