Is it fix on any picantiny rail mount 11mm or 22mm???

This Williams Gun Sight Ruger 10/22 WGRS Fire Sight Peep Set is designed to fit the curved upper rear of the 10 22 receiver and will not fit to picatinny or weaver rails.

The Williams Gun Sight Ruger 10/22 WGRS Fire Sight Peep Set is only compatible with the Ruger 10/22 and the Winchester 1300/1400 slug hunter.

Can this aperture sight be used with the original front sight on the Ruger 10/22 carbine?

No, the existing front sight is too short. Even with the peep as low as it can go, it still shoots high. The taller front sight blade is necessary.
