The William Gun Sight set can fits my Ruger Mark IV ? I ask because I don't understand what is meaning: w/dvtl Base ?????

"W/ dvtl base" probably means "dovetail base" meaning that it can be driven into the dovetail mount on the barrel. However, this is apparently for the bull-barrel models, so it may or may not fit your Mark IV.
