Can this be converted to a Left Handed BCG?

The WMD Guns M16/AR-15 Full Auto Bolt Carrier Group was not designed to be a left-hand BCG. There are no serrations on the left side for a forward assist. You would also need to purchase a left-hand bolt. I would recommend using a dedicated left-hand BCG.

do you have to clean this BCG during volume shooting or oil before going to the range?

The WMD Guns AR-15/M16/M4 Full Auto Bolt Carrier Group needs to be cleaned just like any other BCG. I recommend if you are going to be doing high volume shooting, that you regular clean and oil your rifle and components to ensure they perform properly.
