Does this have any bars crossed the handle on the bottom to hold this steady in place? Anything other than the thumb screws squeezing?

The thumb screw is part of a cross bolt that attaches to the clamp on the other side of the handle.

Hello, does this handle attach to a picatinny rail? Thinking of using it in by BP-12.

This will attach to the rail on the top of your AR.

Yes, you can should be able to mount a sight on this carry handle, but you will need a mount that is carry handle compatible, or a picatinny base that is compatible with carry handle mounts.
