I have a Franklin Armory BSFIII M4 and, I'm sure it is but just wanted to ask... A. If it's compatible and B. Can it handle full auto?

There would be no compatibility issues between this barrel and that trigger system. This barrel should also be good for full-auto or rapid fire due to its profile and fluting.
