Nice leather part with a hidden snap. It is a plastic ring with tab sticking up. Also has a tab in the leather area to help keep the ring horizontal, sticking out perpendicular to the belt.
I did not know this in advance, but this style with the tang sticking up is for T-handle batons. I have a straight baton so I will be looking for a ring type baton ring.
The quality of this is 5/5, very nice. I won't rate it less since it was my mistake for choosing a t-handle baton ring.

Baton ring
Ring holds well and is very sturdy. The snap is a little hard to close and open if you need to take it off your belt.
