Failure to Fire (Bad Primers)

I bought two boxes of this ammunition to test before I bought a larger quantity. With the first box I had one round out of twenty that would not fire. With the second box I had two rounds that would not fire.
This was not the firearm. I was using a fairly new Glock 19 and I've shot hundreds of rounds through it before.
Upon inspecting the round, I used a bullet puller to remove the bullet and powder, and then deprimed the case. Inspecting the primer (removing the anvil) I discovered no priming compound in the 3 primers.
I expect more from Federal, but I suppose in the height of a an ammo shortage and being pressed to get as much out the door as possible, corners are being cut in manufacturing as well as quality assurance. It's a shame.
