Top Tier Quality
I consider Outerwild and 3rd Gen Tactical to be about equal. They are both extremely high-quality, very well finished, and absolutely reliable.
You will not find better unless you are looking for something very specific. On the civilian side, these are top-shelf.

Premium Quality and Performance
Outerwild builds high-end premium AR weapons and parts.
Their Saltwater Arms brand is great and perfect for the intended purposes.
The Outerwild branded stuff is premium kit. Top quality fit, finish, etc. all around.
If you are looking for top quality uppers at reasonable prices, then seriously consider Outerwild, 3rd Gen Tactical, and Unbranded AR. All three of those makers deliver well above their price points.
