Molle straps have very adjustment, would not fit snug on a duty belt. Velcro holds better than strap snaps. So when you pulled the cover loose to access cuffs, the snaps would come loose and the whole pouch would come off of belt.

Voodoo Tactical Molle Handcuff Case

Well built sturdy and still enough to keep you from fumbling while/if returning cuffs to the case.
Great back up case. Using mine for extra cuffs on my back pack or duty bag.
Good material. Nice compliment to most nylon gear.
