Can you still get Wolf ammo?

Yes, at this time you can still buy Wolf Ammo. It is still being manufactured and imported. Some of the confusion regarding availability is confusion with other Russian-manufactured ammunition that may be subject to import restrictions to the United States. However, Wolf Ammo is not exclusively manufactured at the Tula, Russia plants anymore and is actually also made at various factories in Europe.

The other piece to this puzzle is the general ammo market as a whole, and since Wolf is a well-known brand for high-volume shooting and a low price-per-round, it sells out quickly before being restocked. Why is Wolf ammo not allowed?

Assuming the question is about shooting ranges and not availability (see above), there are a few reasons ranges may choose to ban Wolf and similar ammo from being used on their premises. It has to do with either A) the bullet casing, B) the shells, or C) both. Although Wolf is a not steel core bullet ammunition, that damages steel target hangers and backstops, it is steel-cased. Bimetal ammunition can potentially create sparks and thus a fire hazard, and in rare instances, under just the right conditions it might cause a fire.

Now to the shells: they're not reloadable brass, it's that simple. Some (not all) ranges specifically ban steel shell casings because they gather the brass and resell it to reloaders or scrap recyclers. This is why some (not all) ranges won't let you police and collect your own spent brass; they're banking on that little side-hustle income. Obviously, it's basic safety not to cross the firing line when the range is hot, so public ranges with stalls where people come and go never allow you to cross the firing line for any reason, and you might as well consider those spent shells gone for good. They're collected by range staff at the end of the day when the business is closed and the range/firing line is cold. Circling back to the steel shells found on Wolf ammo: it costs the range money (labor) to sort out the steel that is virtually worthless when compared to brass if they're planning on reselling or recycling spent shells.

Why is Wolf ammo so cheap?

Wolf ammo is (ahem) inexpensive because they use less expensive materials in their components. Steel casings cost less than brass. Bimetal jackets cost less than copper. To dispel a rumor, the primers are non-corrosive, they're not cutting costs there.
