will it mount on a Ruger Mini-14 with a Picatinni mount?

Yes, if you have a picatinny rail on the Mini-14, you can use the Burris Fast Fire with the picatinny mount to attach to the rail on your Mini-14.

How is this mounted on a Sig P239?

All P series and SP models use the same dovetail mounting front and rear with the exception of the P250 which has a different rear sight mount configuration (same front sight as others).

For the P238, you would use 410327, located here:

The Burris FastFire II Reflex Red Dot Sight will mount to picatinny rail using the picatinny mounting base. It should work fine with a scope ring with enough rail space.

The Burris FastFire II Reflex Red Dot Sight is compatible with a Glock 45 MOS. You will need to use the #1 optic plate included with your Glock to install this optic.

No, the Burris FastFire II Reflex Red Dot Sight uses the Docter/Noblex optic footprint and will not be compatible with RMSc adapter plates.

This model of the Burris FastFire II Reflex Red Dot Sight includes a picatinny rail mount. So as long as you have a flattop picatinny rail to mount the optic to it will fit and function fine.

What mounting plate do I need to mount this to a Tisas PX9

The Tisas PX9 optics ready models have a slide cut for the RMR footprint. The Burris FastFire II Reflex Red Dot Sight, does not use that footprint and will not fit that optics ready slide.
