how much does this raise the scope from original picattiny?

According to the manufacturer,this particular mount adds 0.75” to the high of the A3 upper or other picatinny rail.

Can this mount handle the recoil of 7.62x39 with an optic on it?

The A.R.M.S., Inc. Throw Lever Riser Mount is 5" in overall length and weighs 4.4oz. This mount will provide an additional 3/4" of height and also features a see-through channel for use with iron sights.

Yes. You could install this A.R.M.S., Inc. Throw Lever Riser Mount to the top of the A.R.M.S. #18™ M21/14 Scope Mount in order to gain more height, if desired.
