Yes, the Aero Precision M4E1 Enhanced 10.5in 5.56 Barrel Quantum Handguard Complete Upper Receiver is a completely assembled upper with a low-profile gas block and carbine length gas system. You will need a BCG and charging handle to complete this upper.

Are we able to replace the gas block for an adjustable gas block?

The Aero Precision M4E1 Enhanced 10.5in 5.56 Barrel Quantum Handguard Complete Upper Receiver does not come with an adjustable gas block but one could be put on by you or a gunsmith after purchase.

Is the complete upper already assembled or does it come as a kit? Can I just pop it on my lower receiver and go?

The Aero Precision M4E1 Enhanced 10.5in 5.56 Barrel Quantum Handguard Complete Upper Receivers come assembled. They do not include a BCG and charging handle but the BCG and charging handle at the link below will work with this upper.

According to Aero Precision, The muzzle on this barrel is threaded to 1/2x28.

What is the total length with the muzzle device? I live in CT and he laws require it to be over 12 inches and pin welded.
