Will this fit onto a Weaver rail (with 1 inch slot spacing)?

The American Defense Manufacturing Aimpoint T1 Micro Low Mount is designed to fit a variety of rails including Weaver rails and will work with a Weaver rail with a 1" slot spacing.

Will this mount fit a NcStar P4 Optic/Scope?

It really depends on how and where you are mounting it. This mount is meant to fit ANY picatinny rail. So if you have a picatinny rail on your scope, this should mount to it as long as it has enough room around it.
