There is no diopter adjustment so basically for those with astigmatism this is a no go?

It should still work better than a standard red dot, but with no diopter you may run into focusing issues for the reticle.

Is this made with 300 blackout drop reticle ?

The reticle is technically calibrated for 5.56, but you could use it on any rifle. You will just need to verify what the reticle drops correspond to for your ammo.

Does it cowitness with an a2 front sight tower or need a riser?

You cannot cowitness a magnified optic. That only applied to red dots/holo sights where you're looking through an unmagnified sight. If you meant to ask whether or not you can see the front sight through the scope, then yes...you can - it's blurry (which is why you can't cowitness), but you will see it.
