will this mount to an Mloc rail system?

No. The Atlas Bipods 1913 Rail set is designed to mount to the Atlas BT19. I would recommend using M-LOK to picatinny rail adapters like the ones linked below:

Will one of these fit a Bergara b-14 hmr

The Bergara b-14 hmr appears to have two sling studs in the front part of the stock. If this is the case with your stock you will need to use either the BT15 or BT17 1913 picatinny rail. I recommend measuring the center to center spacing of the two sling studs and this will determine which rail will best accommodate your rifle.
