does the atn x-sight 4k 5-20x day/ night comes with range finder build in and ballistic calculator do I need the extra ir long rang illuminator

This comes with a stadiametric range finder which will help find the range to your target, but it will not be exact as it is not a laser range finder. The laser range finder is a much more accurate option that is a separate accessory. There is a ballistic calculator and the extended IR illuminator is recommended as it provides a much better and farther field of view.

Who makes scope rings high enough to accommodate the 70 mm objective?

No, the Buckhunter models are not night vision devices like the Pro versions.

The Buck Hunter model does not come with an IR Illuminator. Only the PRO models come with the illuminator.
