What is the purpose of this Shroud does it silence the shot in any way ?

No, it can be used for aesthetic and training purposes. It also helps disperse heat to cool the firearm.

Can you possibly measure the length? In the USA the barrels are shorter than those in Canada so which do they fit? How would it fit both barrels?

This Beretta Barrel Shroud is 7.3" in length and is designed to fit the Beretta CX4.

This barrel shroud should use set screws to mount.

No, this is a firearm shroud. This prevents operators from injuring themselves on a hot barrel.
