How can I mount this on my ak like in the picture?

It will depend on your AK, but you will bare minimum need an AK side rail that is found on the left hand side of an AK receiver which allows for AK mounts to be installed. If you do not have one, then you would need to get one installed by a qualified gunsmith.

Do the turrets change the actual position of the retinal in the scope?

Yes, the Bering Optics PU is similar to the original, in that the turrets move the reticle inside the field of view. If you're looking for a high quality PU scope which uses a more standard system like we mainly use today, where adjustments move the entire field of view and the reticle remains fixed in the center, try Accumounts. Both are great options, with the Bering PU being closer to the original in terms of the construction.
